چکیده

While plans include evacuation of human settlements following such serious radiological events, they seldom are executed. There was much for the rest of the nuclear power-enabled countries around the world to learn from this Prehospital and Disaster Medicine article on mass medical evacuation. In the technology environment of today, we take the physical communications infrastructure for granted. The sudden destruction of all modes of communication following such disasters leaves health care workers crippled and complicates the medical transfer process during mass evacuation. Japan is known to be a leader in technology, and Yanagawa reports that cell phones were used to type out the list of medical transfer patients, as all other modes such as facsimile and the Internet were non-functional. On the human side, medical personnel and patients faced with such adverse situations often refuse to evacuate or transfer to other medical facilities, for a variety of personal reasons. In Takano Hospital, 39% of the patients refused to evacuate to the Iwaki Koyo High School. Human problems like refusal to move or evacuate are not usually a part of disaster management plans. While the authors have described attempts to make personal inquiries for evacuated and non-evacuated patients, they admit the problems discussed were hard to resolve. The detailed results of the investigation were not available, but this remains an area for further research in disaster medicine. Finally, they recommend the very low-tech and low-end solution of wrist bands as a standard procedure, or a very high-tech information chip containing the patient’s medical information and embedded in the body. Given the chaos and confusion prevailing, perhaps embedded information chips would require additional technology to read and write into, and would be an inappropriate solution. Disaster management mock drills need to incorporate a complete loss of communication in disaster simulations, so that health care workers in ivory tower settings are able to remain functional in zero power settings. There are strategies to learn from modest communities in developing countries, where power failures are common in rural areas and small towns, and switching back to a paper trail is a part of the inter-hospital transfer system.

Back-Stepping Sliding Mode Controller for Uncertain Chaotic Colpitts Oscillator with no Chattering

By introducing Colpitts oscillator as a chaotic system, this paper deals with back-stepping control method and investigates the restrictions and problems of the controller where non-existence of a suitable response in the presence of uncertainty is the most important problem to note. In this paper, the back-stepping sliding mode method is introduced as a robust method for controlling nonlinear ...

Fractional Order Glucose Insulin System Using Fractional Back-Stepping Sliding Mode Control

In this paper, based on a fractional order Bergman minimal model, a robust strategy for regulationof blood glucose in type 1 diabetic patients is presented. Glucose/insulin concentration in the patientbody is controlled through the injection under the patients skin by the pump. Many various con-trollers for this system have been proposed in the literature. However, most of the...

Design a Guidance Law Considering Approximation of Missile Control Loop Dynamics Using Adaptive Back-Stepping Theory

In this paper, a new guidance law is designed to improve the performance of a homing missiles guidance system in terminal phase. For this purpose first of all, the two dimensions equations of motion are formulated, then the approximation dynamic of missile control loop is added to these equations which are nonlinear whit unmatched uncertainty. Then, a new adaptive back-stepping method is develo...

Adaptive attitude controller of a reentry vehicles based on Back-stepping Dynamic inversion method

This paper presents an attitude control algorithm for a Reusable Launch Vehicle (RLV) with a low lift/drag ratio (L/D < 0.5), in the presence of external disturbances, model uncertainties, control output constraints and the thruster model. The main novelty of proposed control strategy is a new combination of the attitude control methods included backstepping, dynamic inversion and adaptive cont...

A new approach based on state conversion to stability analysis and control design of switched nonlinear cascade systems

In this paper, the problems of control and stabilization of switched nonlinear cascade systems is investigated. The so called simultaneous domination limitation (SDL) is introduced in previous works to assure the existence of a common quadratic Lyapunov function (CQLF) for switched nonlinear cascade systems. According to this idea, if all subsystems of a switched system satisfy the SDL, a CQLF ...

Singular Perturbation Theory in Output Feedback Control of Pure-Feedback Systems

This paper studies output feedback control of pure-feedback systems with immeasurable states and completely non-affine property. Since availability of all the states is usually impossible in the actual process, we assume that just the system output is measurable and the system states are not available. First, to estimate the immeasurable states a state observer is designed. Relatively fewer res...
